The Law of Return, enacted in 1950, represents the boldest legal expression of the State of Israel's determination to be the state of the Jewish nation in its entirety. The law grants every Jew in the world the right to immigrate to Israel and be given the status of legal immigrant. According to the Citizenship Law of 1952, this status automatically bestows Israeli citizenship upon the bearer. The law was adopted by the Knesset on July 5, 1950. The final, binding version of any law of the State of Israel, once it passes the third and final reading, is printed in three copies and is then stamped with the seal of the state, and signed by the president, prime minister, and the minister responsible for its implementation. In the event that the president is unable to sign the document, as was the case in this instance, the law is signed by the Speaker of the Knesset. Because Israel does not have a vice president, the Speaker is first in the presidential line of succession.
